fix: migration uuid notifications dùng Str::orderedUuid

Str::uuid7 chỉ có từ Laravel 11, server chạy vendor cũ bị lỗi
BadMethodCallException. Bỏ qua thêm cột uuid nếu lần chạy lỗi trước đã thêm.
